Senator Arlen Specter’s decision to switch party affiliation from Republican to Democrat has tilted the balance on the Senate Appropriations Committee further in favor of the Democrats.

On Tuesday, the Senate passed an organizing resolution that increases the number of Democrats on the Appropriations Committee from 17 to 18 and reduces the number of Republicans from 13 to 12.

The resolution also allows Specter to maintain his seat on the Senate Appropriations Committee, but puts him behind all the other Democrats on the Committee in seniority. It’s unclear whether or not Specter’s seniority would be restored if he is re-elected in 2010.
