According to the anti-earmark Citizens Against Government Waste, Congress set aside $19.6 billion in earmarks for FY2009 – a 14 percent increase over the $17.2 billion that CAGW figures was set aside in FY2008.   
 
So despite the controversy of the last couple of years, it remains clear that earmarks haven’t gone away. 
 
Also I can’t resist making two points that I’ve made before in this blog: 1) not all earmarks are wasteful spending – in fact most go towards worthwhile projects; and 2) eliminating earmarks would not save taxpayers a single dime – funds that had been set aside for earmarks would simply be spent by federal agencies instead.
